They differ by market. They are segmented even further than by state. A product that is hot in Phoenix might not be hot in Dallas, therefore they adjust their ads accordingly. At the same time a product that is hot in Dallas might not be hot in Austin, so they would create a different mailer for each market.
They spend countless hours figuring out which promotions and products will work best in each geographic market.
