I have an Office Depot gift card. Why can’t I use it at Office Depot to buy a different gift card?

I was given a gift card from Office Depot. At present I have no use for anything in their store. I went to Office Depot yesterday to purchase a “different” gift card- Which that they sell. I was denided the purchase. I was told it was against CA state law. WHY?
